Alvin Xavier Waters Jr.

Alvin Xavier Waters Jr., 80, passed away peacefully on June 8, 2026. He was born on December 24, 1945, in Baltimore, Maryland, to the late Alvin Xavier Waters Sr. and Majorie Waters (née Woodyard). His father, Alvin Sr., proudly served as a Tuskegee Airman, leaving a legacy of service and perseverance that shaped Alvin’s life.

Alvin was raised in Baltimore alongside his two beloved sisters, Jacqueline Waters-Scofield (James) and Carol Waters (Dave), both of whom preceded him in death. He graduated from Baltimore Polytechnic Institute in 1963 and soon after answered the call to serve his country by enlisting in the United States Air Force. During his military career, Alvin worked in intelligence and achieved the rank of Sergeant.

Following his service, Alvin continued to pursue excellence in education. He attended the University of Texas at Austin, where he earned a degree in Economics in 1975. It was also there that he met Lillie Boales. Their partnership would span decades, marked by love, mutual respect, companionship, and shared dreams.

Alvin went on to build a meaningful career with the United States Government as an Economic Developer, where he contributed his expertise and insight until his retirement.

In his later years, Alvin made his home in Universal City, Texas, with his devoted wife, Lillie. Alvin had many interests and hobbies, including trains, football, and baseball. Known for his remarkable intelligence and warm personality, Alvin could effortlessly engage in conversation on nearly any subject, leaving a lasting impression on everyone he met.

Alvin is survived by his loving wife, Lillie Waters; his son, Terence Waters of Dallas, Texas; and cousins who remain in Baltimore, Maryland. He also leaves behind a dear friend, Larry Good of San Antonio, Texas, whose friendship meant a great deal to him.

Alvin will be remembered for his keen mind, kind spirit, and ability to connect with others. His life was one of service, accomplishment, and quiet strength, and he will be deeply missed by all who knew and loved him.
