Terri Womack Williams went home to be with the Lord on August 6, 2023. Terri graduated Valedictorian of Phillis Wheatley High School in 1981 and graduated from the University of Texas at San Antonio (UTSA) with a bachelor of arts degree in political science, and most recently earned her Master of Public Administration from UTSA in 2023.
Her successful professional career spans over 30 years in economic development. She realized that economic development and financial stability were critical to improving the lives of underserved persons, especially women and minority populations. As the current Regional Director of the Small Business Center for Government Contracting at the University of Texas at San Antonio, she focused on assisting small business owners and women in contracting. She participated in annual trips from San Antonio to Washington, DC. to lobby on behalf of small and women owned businesses. In 2019, she provided crucial testimony to the Committee on Small Business as she discussed challenges and solutions for small business cyber security issues and access to broad band internet for small businesses in rural areas.
Terri was elected a member of the board of trustees for the North East Independent School District (NEISD) in 2018 and was currently serving as Vice-President of the NEISD Board of Trustees. She was also elected to a three-year term on the Texas Association of School Boards (TASB) Board of Directors, representing TASB Region 20, Position E in 2021, which covers Bexar and surrounding counties.
She leaves her devoted and loving husband Clarence G, her sons, Johnathan F. (wife, Tajah) Williams and Clarence M; one grandson, Zakahri; uncle John Franklin of Galveston, Texas and mother-in law, Jerelyne Williams.

It is with sadness that we learn of the passing of our friend and colleague, Terri Williams. We first met when she was leading the Walzem Road Revitalization Project. She later assisted me in a campaign for re-election to the North East Independent School District’s (NEISD) Board of Trustees, in 2014. She was elected to that position on NEISD’s board in 2018 when I retired and re-elected in 2022. The community has lost a tireless worker and she will be truly missed. We want to express our deepest sympathy to the family during this time of sadness. May the Lord’s hands of compassion and love and His guiding light from above shine down upon you and give you peace. May you also find comfort in knowing that friends share in your loss. Edd, Hattie White and Family
I got to know Terri when she and I served on the board of the Association of Procurement Technical Assistance Centers. She was kind hearted, professional and caring. I enjoyed my conversations with her. I was saddened to hear of her passing. My condolences to the family. Terri will be missed.
Terri will be missed. She was a wonderful asset to the APTAC family. Sending blessing and prayers to her family.
My sincere condolences to the family of Terri Lynn Williams in the loss of your love one. You are in my prayers. May God give you strength as you navigate these troubled waters. Terri was truly a person of quality. She will be missed.
Terri was my friend and Bidwhist partner. She would also sit as my bridge partner. She was my Shero. She was a brilliant mind, yet she walked in great humility. She was witty and quick on her feet with the jokes. She did great work in her church, on the school board, and in the community. Yet she was just as devoted to her family. She will truly be missed. My sincere condolences to her family. Praying for your comfort, strength, and peace. Cynthia Crawford
Teri will be missed. I loved the good times and laughs throughout the years—my sincerest condolences to Clarence, your sons, and your grandson. I am so grateful that I had the honor of knowing you from childhood, through adulthood and the great times at Mt. Zion First Baptist, SANYO (San Antonio Youth Organization), and the community.
Love you on earth and in heaven-Dana Burton
Terri was the consummate professional. We met during the transformation days of San Antonio after the closure and privatization of Kelly AFB and Brooks AFB. I was new to office but Terri had all the economic development answers and questions to put on the table. She will be trulu missed.
Terri and I went to elementary together, she was a quiet but very smart girl, she spoke softly with that beautiful smile, such a great friend! It didn’t surprise me of the people who showed up at her visitation, Terri touched a lot of lives in a positive way, I always knew she would make a imprint, she was a blueprint of her mother, Mrs. Womack. Terri I will miss you dearly, but heaven has truly gained an angel Clarence, Jonathan and Clarence Jr. my condolences and prayers are with each of youðŸ™ðŸ¾ Hold on to God’s unchanging hand.🥲ðŸ™ðŸ¾
I met Terry when she was the director of PTAC. She was a sweet and intelligent woman and was all about promoting Small Businesses. Terry soon became a very close friend of mine and would call me to present ways to do business with the federal government. She will be missed very much. My sincerest condolences to her family, friends and all who knew her.
I was introduced to Mrs. Womack way, way back when I attended middle school, at least (30) years ago. I was a member of ‘Pals’ as well as ‘Project Free’ which led me to: City Hall’s (SMBA) office, where she and other’s oversaw and guided me while learning the different aspects of the organization. I learned so much, in a very short time. She was an inspiration, not just to me, but obviously many others. My condolences to her family. She is truly an angel and will be missed. #RIH 😇 🪽
